Opioid Restitution Fund Grant Program

2027 Opioid Restitution Fund Grant Program

MOOR is pleased to announce our 2027 Opioid Restitution Fund Grant Program! This is a competitive opportunity through which eligible organizations will be able to apply for up to $1,000,000 to support efforts to address the harms of the opioid and overdose crisis.

Non-profits are eligible to apply if they provide non-billable services. Non-profits providing billable services are only eligible if they are proposing a project to serve disproportionately impacted populations as outlined in the NOFA. Governments that are not receiving their own opioid settlement funding are also eligible to apply. All grant proposals will be evaluated based on a uniform set of criteria, including how they address opioid remediation and gaps in our communities.

Funding will be provided on a multi-year basis. For questions, please email [email protected].

Eligibility & Requirements

The following entities are eligible to apply:

  • Non-profits providing non-billable services
  • Non-profits providing billable services to disproportionately impacted populations
  • Local governments not party to Maryland’s opioid settlement

Allowable Expenses for Funding

All projects must align with the requirements identified by national settlement agreements and state law, which both ensure that prescription opioid settlement funds can only be used to support efforts to address the harms of the opioid and overdose crisis. Allowable spending covers an expansive range of recovery support services, as well as family support.

Please review the resource documents on our Resources Page to learn more about allowable expenses for prescription opioid settlement funds.
