Maryland’s Office of Overdose Response is pleased to announce the return of our in-person Best Practices Conference! This event will bring together leaders, practitioners, individuals with lived experience, and community partners to strengthen our collective efforts to reduce overdoses across Maryland and to increase pathways to substance use recovery.
There is no cost to attend this event. Breakfast and lunch will be provided.
NOTICE: REGISTRAION FULL, WAITLIST IN EFFECT: Registration is now at capacity. Please complete the form below if you would like to be added to our waitlist to attend the conference. You will be notified as soon as possible if space becomes available to attend.

Agenda: This conference will feature various breakout sessions on important topics related to substance use and overdoses in Maryland. At present, the organizing committee is working to finalize our selections for conference presentations. Additional details regarding our final agenda will be shared in the coming weeks.
Vendor Registration: Interested vendors who would like to have a table in our exhibition hall during the conference should complete our BPC26 Vendor Registration Form.
Opioid Restitution Fund Advisory Council

Maryland’s Opioid Restitution Fund (ORF) was created in 2019 to receive all funds awarded to the State of Maryland through legal settlements with prescription opioid manufacturers and distributors. In 2022, Maryland established the ORF Advisory Council to provide recommendations regarding the use of those funds. For questions regarding the Advisory Council, email [email protected].

Maryland Overdose Response Advisory Council

Maryland Overdose Response Advisory Council is chaired by Lt. Governor Aruna Miller and includes representatives from 18 state agencies working to reduce overdose morbidity and mortality in Maryland. The advisory council shares data related to the overdose crisis across agencies and provides strategic guidance for increasing access to substance use care and addressing disparities in overdose outcomes.

Maryland’s Office of Overdose Response hosts quarterly discussions to provide an opportunity for our local partners to discuss common challenges and best practices for implementing their programs.

As required by Maryland House Bill 1131 of 2025, Maryland’s Office of Overdose Response provides support to a workgroup that is currently studying access to buprenorphine in the state. The workgroup will examine a variety of topics related to the current status of buprenorphine services in Maryland, including access to care, regions with gaps in services, funding, innovative strategies to expand access, and more.
