Four-Month Investigation by Carroll County Narcotics Task Force Leads to Arrest of Baltimore Man

(BALTIMORE, MD) – A four-month investigation by the Carroll County Narcotics Task Force has led to the arrest of a Baltimore man believed to have been involved in supplying drugs, including heroin and cocaine, to Carroll County and throughout the region.

The suspect is identified as Clement T. Young, 41, of Baltimore, Md. He is charged with three counts of possession of a large amount of a controlled dangerous substance, three counts of possession with intent to distribute narcotics, possession with intent to distribute a fentanyl/heroin mix, three counts related to committing a drug or drug trafficking crime while in possession of a firearm, four counts related to the illegal possession of a firearm and ammunition, four counts of possession of a controlled dangerous substance and two counts related to the possession of drug packing materials and drug paraphernalia.

In February of 2018, the Carroll County Narcotics Task Force, a cooperative enforcement effort between the Maryland State Police, Carroll County Sheriff’s Office, the Westminster Police Department, the Carroll County State’s Attorney’s Office, and the Homeland Security Investigations, with assistance from the Carroll County Repeat Offender Unit, began an investigation into drug dealers/suppliers operating in the Carroll County area. Through investigative efforts, the Carroll County Narcotics Task Force identified several sources of supply who have been impacting Carroll County, as well as surrounding counties in the Baltimore Metropolitan area.

On June 24, 2019, the Carroll County Narcotics Task Force, with the assistance of the Maryland State Police Strike Force 7 and the Baltimore Police Department, served a court authorized search and seizure warrant at the suspect’s residence in the 2100-block of Braddish Avenue, in Baltimore. The entry was conducted by the Maryland State Police STATE Team without incident.

A search of the residence resulted in the recovery of 2.1 kilograms of suspected cocaine, more than 35 grams of suspected heroin, more than one dozen suspected hydrocodone pills, a small amount of marijuana and more than $4,300 in suspected drug-related cash. Police also recovered an AK74 semi-automatic rifle loaded with 29 rounds of ammunition and a loaded .40 caliber handgun.

Investigators contacted the Maryland Gun Center and confirmed Young was prohibited from owning or possessing firearms and ammunition. Young was arrested and taken to the Baltimore Central Booking Intake Facility by officers from the Baltimore Police Department. The investigation is continuing.
