Access to Recovery Emergency Gap Funds
Maryland’s Office of Overdose Response is pleased to announce the Access to Recovery Emergency Gap Funds Grant Program! The purpose of this funding opportunity is to allow organizations to support individuals in accessing treatment and recovery resources on an as-needed basis when other resources are not available to meet an immediate need. The funding available is approximately $600,000.
Applications must be submitted to the Smartsheet submission portal at the URL listed below no later than 4:59:59 pm, Local Time on April 22, 2026, to be considered for award under this NOFA.
Additional Details: It is expected that recipient organizations will work with individuals to connect them with longer-term resources (e.g., MDRN, state care coordination, etc.) once their immediate need is met. Funding will be distributed to recovery organizations that will allow the organization to support individuals in accessing treatment and recovery resources on an as-needed basis during the grant period, but is expressly not intended to supplant funding available from another source. This program is designed to assist individuals seeking or engaged in treatment for opioid use disorder by providing emergency funding to overcome barriers such as transportation, recovery housing costs, and access to medication.

The following entities are eligible to apply:
- state agencies
- local government entities (including local school systems)
- not-for-profit community-based partners (must be a Maryland-based organization benefitting Maryland residents)

Competitive Grant Program
The purpose of our Competitive Grant Program is to distribute funding to the highest-scoring proposals received from state and local governments, as well as from private and not-for-profit community-based partners, that align with Maryland’s Overdose Response Strategy and address the greatest needs around the state.

UPDATED: Buprenorphine Training Grant Program
Maryland’s Office of Overdose Response is pleased to announce our new Buprenorphine Training Grant Program. The purpose of this competitive opportunity is to distribute funding to the highest-scoring proposals received from county governments to support the costs of training paramedics in buprenorphine administration.
This funding is being made available in accordance with Maryland House Bill 1131 of 2025, which established the Buprenorphine Training Workgroup and the Buprenorphine Training Grant Program.
Applicant governments may request up to $10,000 per county for funds to be completely utilized by June 30, 2026. A total of $50,000 is available through this grant program for the remainder of the 2026 fiscal year. Funding opportunities to support buprenorphine initiation through emergency medical services will be announced annually over the next five fiscal years.
Applications will be reviewed and awarded on an ongoing basis until funding for the fiscal year is exhausted. Applications should be submitted through our Smartsheet application portal.

Eligibility & Requirements
The following entities are eligible to apply:
- Local Government
- EMS organizations and local governments may apply
- Local government entities may apply jointly to send paramedics/EMS from multiple responding departments to a single training. This will increase the maximum grant award amount, equivalent to the combined number of government entities.
- Applicants must have approval from the Maryland Institute for Emergency Medical Services Systems (MIEMSS) for the buprenorphine optional protocol.
Allowable Expenses for Funding
- The purpose of the program is to assist a county with offsetting the cost of training paramedics to administer buprenorphine. A county may use a grant awarded under the program only for training paramedics to administer buprenorphine.

Block Grant Program
Maryland’s Office of Overdose Response distributes $4 million annually through our Block Grant Program. This program helps to ensure that all of Maryland’s 24 local jurisdictions receive a base level of funding to support overdose-related programs and initiatives. The program also takes into account the local impacts of the opioid and overdose crisis and distributes half of the funds proportionally based on overdose mortality rates. These funds are distributed directly to local jurisdictions and are administered by local health departments.

Opioid Restitution Fund State Discretionary Abatement Grants
Maryland has announced $12.4 million in competitive grant awards from Maryland’s Opioid Restitution Fund. The funds will be used to support 28 programs addressing overdose in Maryland using proceeds from prescription opioid-related legal settlements.
These funds come from the State Discretionary Abatement Fund (a subcategory of funding specified by Maryland’s State-Subdivision Agreement) following a Request for Applications released in July 2024.
